Donald Trump administration drafting plan to speed-up immigrant deportations

The United States Department of Homeland Security (DHS) on Tuesday issued new rules implementing President Donald Trump's promise to aggressively crack down on immigrants living illegally in the US, US media outlets report.

The memos are said to have already been approved by Homeland Security Secretary John Kelly and will be reviewed by the White House before the President signs any new executive orders.

Mr Kelly outlined plans to hire thousands of additional enforcement agents, expand on the priority list for immigrants marked for immediate removal and enlist local law enforcement to help make arrests, according to a person briefed on the documents.

Unaccompanied minors who arrive in the United States would no longer be protected from deportation and their parents could face prosecution if they paid traffickers to smuggle their children across the border.

The memos don't include measures to utilize National Guard troops to apprehend immigrants in almost a dozen states, which was included a draft document leaked to reporters Friday, a plan the White House has denied.

The Trump administration is greatly expanding the number of people living in the United States illegally who are considered a priority for deportation, including people arrested for traffic violations, according to agency documents released on Tuesday.

The new guidance would subject immigrants who can not show they have been in the country for more than two years to "expedited removal".

The Trump administration is taking an expansive view of which immigrants it plans on prioritizing for deportation.

Under one action titled "Enforcing the law", the sheet reads, "With extremely limited exceptions, DHS will not exempt classes or categories of removal aliens from potential enforcement".

Expediting the removal of immigrants who have been in the country illegally for less than two years, for example, has been a legal remedy since 1996, but underused by past administrations, she said.

The second memo instructs CBP officers to crack down on illegal migration at the border by holding migrants in detention until a determination in their case is made.

Customs agents can send some people directly back to Mexico, even if they are not residents of that country.

The biggest shift, though, is in Kelly's order to end "catch-and-release" policies that allow illegal immigrants to remain freely in the USA while they await hearings on their legal status in the future.

The other memo, called Enforcement of the Immigration Laws to Serve the National Interest.

Immigrants' rights advocates say new immigration policies of the Trump administration are intent on inflicting cruelty on millions of immigrant families across the country.

Kelly also said the new rules replace nearly all previous rules issued under previous administrations on how deportations should be conducted. Another 5,000 border patrol agents also will be hired.

Arkansas Gov. Asa Hutchinson said he would have "concerns about the utilization of National Guard resources for immigration enforcement", believing such a program "would be too much of a strain on our National Guard personnel".
