Brown announced a partnership with the governors of NY and Washington state to adhere to the Paris climate agreement, following President Trump's move to pull the US out of the accord.

California and China are now joining together to develop green technologies, following criticism by both parties of President Donald Trump's decision to exit the Paris Accord aimed at addressing climate change.

The governor, as well as the state's county mayors and state representatives gathered in Honolulu to sign two bills and a mayor's agreement in support of the Paris agreement, according to a press release.

Trump's decision to scrap the Paris deal has left him isolated on the world stage and prompted a backlash at home, with several state governors, city mayors and powerful companies already drawing up plans to meet the pact's emission targets - without Washington's backing.

Gov. David Ige signed the senate bill on Tuesday, saying he was motivated by the evidence of climate change visible every day in Hawaii. He says tides are getting higher, biodiversity is shrinking, coral is bleaching and coastlines are eroding.

It has pledged to cut greenhouse gas emissions to 1990 levels by 2020, and to 40 percent below 1990 levels by 2030.

The U.S. will cease honoring non-binding parts of the deal "as of today (June 1)", Trump said, adding that his administration will also cease implementation of the "draconian financial and economic burdens the agreement imposes on our country".

Hawaii is particularly vulnerable to climate change.

Hawaii has passed a law that will document sea level rises and set strategies to reduce greenhouse gas emissions. Why is America not stepping up to be a leader in the global community on the issue of climate change, instead of running away and abdicating its global responsibilities, opening the way for China to take the lead?

"In the absence of a supportive federal coordinating role, these actors will more closely coordinate their own re-carbonisation actions", Bloomberg wrote in a letter to the United Nations secretary-general, adding, "Collectively, they will redouble their efforts to ensure that the USA achieves the carbon emissions reductions it pledged under The Paris Agreement".

The United States, the world's biggest carbon emitter after China, signed the agreement past year under the previous administration, but Trump has argued that the deal would harm the USA economy.
