GOP leadership is hoping Graham-Cassidy can gain the support needed to pass repeal-and-replace legislation in the wake of the Senate's failure to pass "skinny repeal" in late July. Senate Republicans are under pressure to approve legislation that kills Obamacare before the end of the month, when the upper chamber's ability to pass budget bills with 51 rather than 60 votes expires.

By 2026, the funding formula would put states on a level playing field, lifting up states that said they couldn't afford to pay 10 percent of Obamacare's Medicaid expansion and reining in high-spending states that, as Mr. Cassidy put it, have relied on federal taxpayers to boost economic development at home.

With Graham seeking to sell the bill as a consensus-builder among the Republican Party, Democrats opposed to his measure could seize on McMaster distancing himself as a sign the legislation does not have sufficient support to move ahead. But look at the complaints from its critics, and you get a sense of why it's a step worth taking.
