Defense Minister Nirmala Sitharam, who held a meeting with Mattis in Delhi on Tuesday, told Mattis that "there shall be no boots from India on the ground [in Afghanistan]".

"We value India's invaluable contribution to Afghanistan and welcome further efforts to promote Afghanistan's democracy, safety and security", she added. Mattis said the two countries recognized the threat to global peace from terror and both agreed that there should be "no tolerance to safe havens for terrorists". He also met the officials at the US Embassy in the national Capital.

In his remarks Tuesday, Mattis hinted at the South China Sea issue, saying India and the USA both support an "open, just, and rules-based global order".

India has already given $3 billion aid to Afghanistan and also provides training to its military and other assistance. Mattis will also discuss with Sitharaman on Tuesday proposed manufacturing of US F-16 Block 70 multi-role combat aircraft in India.

New Delhi will also enhance its efforts to train Afghan soldiers in counterterrorism and help build its police forces, Sitharaman said. Mattis will meet PM Modi and defence minister Nirmala Sitharaman during his India tour, which ends on September 28.
