Zachary Cruz, 18, told deputies he skateboarded through the grounds of Marjory Stoneman Douglas High School because he wanted to "reflect on the school shooting and soak it in", according to his arrest report.

Under Florida's Baker Act, Peterson, as a Broward Sheriff's deputy, had the authority to initiate Cruz's commitment to an involuntary mental health evaluation for at least three days.

A commitment under the law would have made it more hard if not impossible for Cruz to obtain a gun legally.

People are brought out of the Marjory Stoneman Douglas High School after a shooting at the school that reportedly killed and injured multiple people in Parkland, Fla. on February 14. While Nikolas Cruz had fights with these people and ultimately left the home, staying with another family before the shooting, his brother is described in police records after the rampage as remaining with them.

He was being held at the same Broward County jail in downtown Fort Lauderdale where his brother is being held, jail records on Monday night showed.

Officials were so concerned about Cruz's mental stability in September 2016 they decided he should be forcibly committed, AP reports, citing documents in the criminal case it obtained.

An involuntary commitment for a mental health examination, as was recommended, could act as a complete barrier towards buying a gun.

School staff and Peterson, then serving as Marjory Stoneman Douglas High School's assigned resource officer, had also observed Cruz exhibit disturbing behavior.

Mr. Cruz denied telling another student that he wanted to use a gun or that he had ingested gasoline, the documents say.

It's unclear who received the officials' recommendation to commit Cruz and why it was not acted upon, according to the AP.

Broward County schools Superintendent Robert Runcie also confirmed Zachary Cruz's arrest Monday evening. Cruz was indicted on 34 counts of permitted murder and attempted murder.

In the Henderson Behavioral Health documents, Cruz's mother Lynda is quoted as saying she had fresh concerns about her son's mental state after he punched holes in a wall at their home in Parkland. (Cruz) states that he cut because he was lonely, states that he had broken up with his girlfriend and reports that his grades had fallen. He faces the death penalty if convicted.

He also told the clinician he owned only a pellet gun and was not capable of doing "serious harm" to anyone.
