Cohen is a longtime ally of the President, and admitted earlier this year to setting up a limited liability company in 2016 to pay Daniels. Trump's position on the Russian Federation scandal, repeated endlessly, has been "no collusion, no collusion". One source said Cohen was under investigation for activity including possible bank and tax fraud and possible campaign law violations.

There have been few signs that Mueller was interested in investigating the payment, though. They could potentially pursue a prosecution of Cohen and/or Trump if it was justified.
