Ahead of Friday's meeting, French Foreign Minister Jean-Yves Le Drian said it was unlikely for Europe to put together an economic package for Iran before November.

Washington has since told allies they must stop buying the OPEC producer's oil from November 4 or face financial consequences.

The announcement of the arrests coincided with the start of a European tour by Iran's President Hassan Rouhani that began on Tuesday and included visits to Switzerland and Austria. This was extrapolated by U.S. officials as a threaten to shut down all regional oil shipping, when it could just as easily be interpreted as noting that Iran can basically export its oil under the guise of it coming from other regional countries, which is common behavior during sanctions. "We are hopeful that this plan expressed by our president will be implemented if needed", he said. "To save the deal, other signatories should compensate for US sanctions", a senior Iranian official told Reuters on Friday.
