Police said the shooting started at the loading dock of the building and continued into the lobby. Cook said she and two other employees hid in the bathroom for the duration of the shooting.

Pictures from the scene show a large police response and victims being treated by paramedics.

Michael Richardson was outside on a smoke break when he said he heard gunshots coming from the bank lobby.

"There was a senseless act of gun violence on the streets of Cincinnati this morning".

"These are things we see happening across the country, and we all have to be vigilant and prepared to deal with these situations", Isaac said.

For example, the newspaper reports that one victim was found in a local ice cream shop and another was discovered at 5th and Walnut.

Witnesses reported seeing victims on stretchers.

The gunman was among dozens of people visiting stores, business offices, hotels and eateries in Fountain Square on Thursday morning.
